I have a 1999 Plymouth Voyager and one of the wipers is interfering
with the other as they sweep across the windshield. One of them
clearly needs to be rotated slightly on its shaft but I can't see how
to release the arm so I can make that adjustment. What's the magic
    process? Thanks for any tips.

I was just looking over the situation and I found that the plastic
covers over the nut on the shaft easily lift up to provide access.
Problem is taken care of. Thanks for reading.

The magic process is a 15mm wrench to loosen the 15mm nut under the plastic
    cover of each arm.
