Anyone know where I can get the 'pin' that goes in the seat belt
webbing? I have two cars that BOTH lost the little 'tack' that
keeps the buckle from sliding all the way down to the floor when
    you unfasten the belt.

What you are after is called a button. (I spent 5 years working for Autoliv,
where we made a few of the things.....)

My local dealer was unable to help me with a car of another make, because
the button in question was part of an assembly supplied to the factory as a
    complete CI.

If you have a 'local' car seatbelt manufacturer you might ask them to fit
one (About 2 seconds of labour) but don't ask for any warranty in today's
risk-averse marketplace. Otherwise you could try sewing a couple of shirt
buttons onto the belt, but that looks naff.

Try a blob of epoxy resin on the belt - anything as long as it does not
damage the weave of the nylon webbing.
