Bright Reflections from Vehicle - Ticketable Offense?

A Ford F-150 pickup equipped with a Raider shell will produce a blinding
reflection of the Sun under the right conditions. The glazing on the
    Raider is the culprit.

It used to be common to see bright reflections from all the chrome cars
used to carry. I suspect reflection is a design criterium considered by
car manufacters these days, however, such may not be by this particular
    accessory maker.

The backlite on the Raider shell is convex and this may contribute to the
    nuisance observed.

Do you think law-enforcement can cite the driver? I looked in my State's
motor vehicle code and did not see anything specific. Perhaps a police
officer could pull some all-purpose generality out of the book and sock it
    to him.
